Richard Lower
Director, Office of Preschool & Out-of-School Time Learning
Richard Lower is Director of the Office of Preschool and Out-of-School Time Learning at the Michigan Department of Education. Richard is responsible for the administration of the state’s publicly funded preschool program, the Great Start Readiness Program, and out-of-school time and summer learning programs, with particular focus on community-based organizations as providers. In addition, he supports the department’s early childhood and out-of-school time workforce initiatives. Prior to joining the department in 2008, Richard served as Executive Director of the Michigan Head Start Association and has also worked in the non-profit sector focused on children, youth and family budget, policy, and program development.
